Cynthia J. Billings-Dunn has more than 23 years of experience as well as extensive advanced education and training in the area of employee benefits law.
Cynthia provides counsel to municipal retirement and health systems, multiemployer fringe benefit funds, associations, and other businesses. She drafts document amendments for compliance with Internal Revenue Service and Department of Labor (DOL) rules/regulations. She obtains IRS Determination Letters for client retirement systems and negotiates settlements with IRS and DOL during plan audits. She also represents clients in contract interpretation, and assists them in remaining compliant with state and federal benefit law.
Cynthia is extensively trained in her area of specialty. She has completed the Certified Employee Benefit Specialist Program, conducted jointly by the International Foundation of Employee Benefit Plans and the Wharton School of the University of Pennsylvania; has earned the “Qualified 401k Administrator” and the “Qualified Pension Administrator” designations from the American Society of Pension Professionals and Actuaries. She is currently pursuing a professional designation as a “Certified Pension Consultant” from the American Society of Pension Professionals and Actuaries.
